You'll now have to wait until at least June to not buy the HP Slate 7
Look the HP Slate 7 Android tablet didn't exactly bowl us over when it got a look at it at Mobile World Congress in February in Spain. OK, the industrial design was actually pretty good -- along the lines of a nicely done Nexus 7-type tablet -- but the internals and display should have been enough to make even a first-timer think twice. The $169 tablet was supposed to go on sale sometime in April, but HP's microsite apparently has pushed that launch to June.
The Slate 7 ain't getting any younger, folks. While there's a place for budget tablets, an extra $30 would get you a base Nexus 7. There's no contest there. And considering that we're very likely going to see an updated 7-incher (or thereabouts) at Google I/O in May, the prospect of an even older Slate 7 just isn't tempting at all.

Iran, NKorea, Syria block UN arms trade treaty
UNITED NATIONS (AP) ? Iran, North Korea and Syria blocked adoption of a U.N. treaty that would regulate the multibillion-dollar international arms trade for the first time, saying it fails to ban sales to terrorists, but other countries refused to let the treaty die.
The treaty's adoption required agreement by all 193 U.N. member states, but some countries said Thursday they would ask Secretary-General Ban Ki-moon to bring the final draft before the General Assembly for adoption by vote as soon as possible. Observers said that could be as soon as Tuesday.
"This is not failure," British Ambassador Jo Adamson said. "Today is success deferred, and deferred by not very long."
For more than a decade, activists and some governments have been pushing for international rules to regulate the estimated $60 billion global arms trade and try to keep illicit weapons out of the hands of terrorists, insurgent fighters and organized crime.
After two weeks of intensive negotiations, many delegates had been optimistic that consensus ? which doesn't require a vote ? by all states was within reach, but Iran, North Korea and Syria announced they could not support the treaty.
Both Iran and North Korea are under U.N. arms embargoes over their nuclear programs, while Syria is in the third year of a conflict that has escalated to civil war. Amnesty International said all three countries "have abysmal human rights records ? having even used arms against their own citizens."
This was the second attempt in eight months to get countries with very different interests behind an Arms Trade Treaty.
Hopes of reaching agreement were dashed in July when the U.S. said it needed more time to consider the proposed accord ? a move quickly backed by Russia and China. In December, the U.N. General Assembly decided to hold a final conference and set Thursday as the deadline.
U.S. deputy representative Dan Mahley said Thursday that the United States supported the proposed treaty as "fair and balanced" and looked forward to its quick adoption by the General Assembly.
The United States, along with Britain, Argentina, Australia, Costa Rica, Finland, Japan, Mexico, New Zealand, Nigeria and Norway, backed Kenya, which announced that because "the will of the overwhelming majority is clear" it was sending a letter to the secretary-general immediately asking him to bring the treaty before the General Assembly for adoption.
The secretary-general did not immediately address the request but expressed deep disappointment at the failure to agree on a treaty text.
"He is confident that the Arms Trade Treaty will come to pass and is encouraged by the shared determination to make this happen as soon as possible," U.N. spokesman Martin Nesirky said.
The Control Arms Coalition, representing about 100 organizations which have campaigned for a strong treaty, said the earliest the General Assembly could vote is Tuesday, when the chair of the negotiations, Australian Ambassador Peter Woolcott, will present his report to the full world body.
The United States used the consensus requirement ? which gives any country a veto ? to block adoption of the treaty in July, but Anna Macdonald, head of arms control at Oxfam, said "now it's come back to bite them, because the U.S. now wants this treaty agreed but have found themselves blocked by Iran, North Korea and Syria."
She added, "There's no doubt that if the treaty was put to a vote there would have been a huge majority in favor of it ? and I think there will be next week when the General Assembly votes."
U.S. Assistant Secretary of State Tom Countryman said the United States would like to see many countries ratify the treaty, because that's what will make it effective.
The draft treaty would not control the domestic use of weapons in any country, but it would require all countries to establish national regulations to control the transfer of conventional arms, parts and components and to regulate arms brokers. It would prohibit states that ratify the treaty from transferring conventional weapons if they violate arms embargoes or if they promote acts of genocide, crimes against humanity or war crimes.
The final draft made the human rights provision even stronger, adding that the export of conventional arms should be prohibited if they could be used in attacks on civilians or civilian buildings such as schools and hospitals.
In considering whether to authorize the export of arms, the draft says a country must evaluate whether the weapon would be used to violate international human rights or humanitarian laws or be used by terrorists or organized crime. The final draft would allow countries to determine whether the weapons transfer would contribute to or undermine peace and security.
The draft would also require parties to the treaty to take measures to prevent the diversion of conventional weapons to the illicit market.
Iran's U.N. Ambassador Mohammad Khazaee said the draft treaty has "many legal flaws and loopholes," is "hugely susceptible to politicization and discrimination" and ignores the "legitimate demand" to prohibit the transfer of arms to those who commit aggression.
"How can we reduce human suffering by turning a blind eye to aggression that costs the lives of hundreds of thousands of people?" he asked.
North Korea's deputy U.N. ambassador Ri Tong-il called the text "a risky draft which can be politically abused by major arms exporters," citing arms embargoes and human rights as criteria to prohibit arms exports. "Under this, major exporters are entitled to privileges while imposing self-proclaimed restrictions on arms trade to importers, whereas many countries have the right to legitimate self-defense and right to legitimate arms trade."
Syria's U.N. Ambassador Bashar Ja'afari said his country is perhaps the best example of the results of the illegal arms trade. He cited seven objections, including the treaty's failure to include an embargo on delivering weapons "to terrorist armed groups and to non-state actors."
India's Ambassador Sujata Mehta said the text was skewed against countries like itself that import arms, and noted that it would strive ensure that the final treaty not threaten India's defense cooperation agreements and contracts with other countries. She said it also won't have any real impact on illicit arms trafficking and the use of arms by terrorists.
Countryman, the U.S. delegation chief, said the treaty should make it harder for "serial human rights abusers" to obtain weapons, but he said "India is not one of these countries."

Boeing CEO urges FAA to return 787 to service, delays continue

He would not specify when he expected the jet to be flying customers again other than saying "sooner rather than later."
Separately, the airplane leasing company that is the world's biggest buyer of 787s said it expects its first delivery of the high-tech jet to be delayed to summer from spring, but that getting the plane restored to service will "go quickly."
The Federal Aviation Administration and its administrator Michael Huerta "have been champs here," McNerney told a U.S. Chamber of Commerce aviation summit in Washington, D.C. on Thursday. (For event video, click: http://link.reuters.com/juf96t )
"They have put us through our paces and they have America's best interests in mind. They have the safety of the public in mind as I hope we do, which I think at this point means let's get this thing back into service and get on with it."
Regulators worldwide banned flight of the 787 after lithium-ion batteries overheated on two of the aircraft in January. The grounding is costing Boeing an estimated $50 million a week in lost income and compensation payments to airlines.
McNerney said the grounding has been a "frustrating experience," but he had high confidence that the proposed fix for the battery system will work. Boeing is now running test flights to prove the safety of the system, which includes a steel box to prevent fire and contain explosion. McNerney said he expected the plane to be in service "sooner rather than later," though he was not more specific.
Shares of Boeing fell 0.5 percent to $85.76 in morning trading. The stock is up 16 percent since the plane was grounded, most of which came over the last month as the 787 moved closer to flying again.
Meanwhile, speaking in the sidelines of the conference, the president of Boeing's biggest 787 customer said he expects approving and installing a fix for the battery will "go quickly."
"I think it is going to go quickly now," said Fred Cromer, president of International Lease Finance Corporation, which has ordered 74 Boeing 787s. "The FAA is interested in getting the plane back in the air as soon as possible."
Boeing and the FAA have "a very good partnership," he said, and are working to make sure the fix "is a solution that all sides agree is the right thing to do."
AIG unit ILFC is due to receive its first five 787s this year. Cromer said there was no formal word from Boeing about when the first of the jets would be delivered, but that the schedule had shifted to summer from spring. The first jet is leased to Norwegian Air Shuttle

Morrison told Manny Navarro of the Miami Herald that he?s hoping to come off the disabled list by mid-May and described himself as ?frustrated? by having to sit out so much action.
Casey Kotchman has made the Marlins after signing a minor-league contract and will open the season as the starting first baseman. It?ll be interesting to see what happens if Kotchman fares well, because while Morrison has played quite a bit of left field in the past the Marlins probably wouldn?t want him in the outfield post-knee surgery and Kotchman can only play first base.

Adventures in Automotive Branding: That ?Distinctive Fender Sound ...
Detroit is a funny market when it comes to advertising. In addition to the ads, commercials and billboards that you might see or hear in other markets from national and regional advertisers, there is some advertising that is specific to the automotive industry, usually from tier 1 vendors trying to make a sale to one of the domestic automakers. As a result, there might be a billboard on I-75 about, for example, exhaust systems, suspension components or audio equipment that is targeted at a relatively small audience, the people at Chrysler, GM and Ford who make the final engineering and purchasing decisions.
Driving home from an errand I heard the announcer on WJR, ?the great voice of the Great Lakes broadcasting from the golden tower of the Fisher Building?, start talking about the synergy when two musicians first meet, discuss common influences, then get together, plug in their instruments and start to write songs. I thought he was going to discuss when Lennon met McCartney or when Richards met Jagger but in fact it was a live commercial?announcement?for how Panasonic and Fender have partnered to sell Fender Premium Audio branded stereos to the OEMs. Apparently the deal that VW has to sell Panasonic made components labeled with Fender?s brand is not an exclusive one.
It?s interesting that Panasonic thinks that Fender is a brand name that has more cachet with consumers when it comes to premium audio equipment than the Panasonic brand name itself. It?s doubly interesting because Fender has, until now, not been a brand for consumer audio equipment, premium or otherwise. This deal should make it clear that just because your car may be branded with the name of a particular audio company doesn?t mean that specific company actually made or even sold what?s installed in your car. The fact that your car comes with Fender Premium Audio doesn?t mean that Fender made the stuff any more than buying a Bill Blass Edition Lincoln meant that you were getting upholstery that came out Mr. Blass? workshops, if he had them. A brand is a brand, just a mark.
Actually it?s triply interesting since the announcer in the commercial touted ?Fender?s distinctive sound?. Now I don?t play guitar but I do make a little bit of noise in key on the harmonica, and if there is something ?distinctive about the sound of Fender amps and loudspeaker cabinets it is their distinctive distortion. As you can see from that link, Jack Baruth discussed this back when the deal with VW was first announced, and we shared a laugh about this, but I never thought they?d actually use ?Fender?s distinctive sound? to sell high fidelity audio systems.
The ideal amplifier, electronically speaking, adds no distinctive audio signature. What goes in comes out, only with more gain. There?s no such thing as the ideal amplifier, but makers of audio equipment used to reproduce music generally design and test equipment to have as little distortion as possible. Sometime in the history of rock and roll or the blues, though, someone figured out that if you turned the amps up loud enough so that the preamp would overdrive the output tubes to distortion levels (this was before transistors and other solid state components), you could end up with some very cool sounding music. Not all distortion is unpleasing. While odd order harmonics are what makes fingernails on a blackboard so grating, the ear tends to like even order harmonics. Guitar players and players of other electric instruments, like harmonica players digging through a box of half-century or older ceramic microphone cartridges, are going for the right combination of distortion. Also, if you chose the right sized drivers for your loudspeaker, you could get them to break up and distort in a pleasing and artistic manner as well. The net result is what players call ?tone?.
That?s the reason why guitar players love the sound of amps like the Fender Bassman, and others derived from Fender?s 1950s classics like Marshalls. They love the distinctive distortion
That?s not the case with home audio equipment and likewise the stuff you want in your car. That gear is intended to be as much like the theoretical ?ideal amplifier as possible. I?m quite sure that the Fender branded audio equipment that is being sold to OEM?s by Panasonic has fine distortion specs. CNET ranked the stereo in the VW Beetle Turbo as their personal favorite for 2011, saying it competed well with audiophile home equipment. I?m sure that Fender Premium Audio equipment very accurately reproduces ?Fender?s distinctive sound? well. It may not make my ears bleed but it does make my head hurt.
The last election cycle in the United States brought forth the term ?low information voter?. That?s made me think about low information consumers. There is, after all, a reason why Panasonic has hooked up with Fender. The Fender brand has recognition well beyond the relatively small community of electric guitar players and other folks familiar with guitar amps. I don?t begrudge Fender and Panasonic and VW and whoever else decides to spec Fender Premium Audio in their cars the right to exploit that brand identification. I just think that they?re treating people like low information consumers and that most of Fender?s existing customers must laugh in derision when they hear about ?Fender?s distinctive sound? when it comes to car audio. The fact that Panasonic and Fender think that the folks who make engineering and purchasing decisions at car companies are also low information consumers is noteworthy as well.

While Republicans say they are for economic freedom, low taxes, and deregulation, the Senate?passage of the Budget Resolution proves the opposite.
At 6:47 pm on Friday the roll-call was tallied for the ?Internet Sales Tax? amendment (#656) ? sponsored by Wyoming Republican Mike Enzi ? revealing that it passed with the support of twenty-six Republicans (listed below).
Enzi?s amendment is essentially the ?Marketplace Fairness Act? (S.336/H.R.684) in a different form.
In short, this amendment?s passage just goes to show how far big government ?conservatives? are willing to go in broad daylight.
Do these ?conservatives? really think that the Johnny Taxpayer wants to be surrender more of his dollars to government while shopping online ? one of the last places where one can get goods tax-free? Do they think that states and businesses want more bureaucracy to deal with?
Fewer taxes are always good for individuals. It?s a simple concept. Think of it this way: Do you think any retail shop would ever stimulate sales by placing signs in their windows saying, ?Today Only ? Pay 15% More!? Absolutely not. But this is exactly what government wants to do through taxes ? and businesses online will suffer for it.
While the Enzi?s internet tax initiative will likely die as an Amendment ? it will get shot down in the House ? it will probably pass the Senate under its original name: ?the Marketplace Fairness Act.?
Senate conservatives must remain opposed to this and commit to filibuster it on the floor.

After a week of down time due to a computer glitch, NASA's Mars Curiosity rover is once again sending back pictures of its rocky Red Planet locale at Yellowknife Bay. In this fresh panorama, the rover looks as if it's sticking its drill-equipped robotic arm right in your face.
"That drill is hungry, looking for something tasty to eat, and 'you' (loaded with water and organics) are it," jokes scientist-writer Ken Kremer, who collaborated with Italian colleague Marco Di Lorenzo to assemble the panorama.
Curiosity's percussive drill played a key role in the science team's most recently reported breakthrough: the finding that powder drilled out of a Martian rock contained the chemical traces of a life-friendly environment that existed on Mars billions of years ago. The team's chemical analysis of the powder indicated that the minerals were probably formed in the presence of drinkable water.
That kind of water no longer exists in liquid form on the Martian surface. The place where Curiosity is currently working may have once been in the vicinity of a riverbed, but it's now a cold and dry wasteland of sand and rock. In the weeks to come, Curiosity's scientists plan to drill into the rock again, looking for confirmatory clues about the potentially habitable environment in the Red Planet's past.
The plan has been held up due to a series of minor setbacks?? including a memory failure that may have been due to a cosmic-ray strike, a precautionary stand-down to weather a solar storm, and most recently a computer file glitch that put the rover into safe mode. The Curiosity team has been carefully bringing the rover back to full operation, and this picture is presumably part of the checkout process.
It won't be long before the rover will once more have to reduce its contact with its handlers back on Earth, due to an Earth-Mars-sun conjunction that will interfere with radio signaling. Curiosity's communication gap is expected to last from April 4 to May 1, as detailed in a mission update from NASA's Jet Propulsion Laboratory. During the break, Curiosity is expected to carry on with its experiments, but the transmission of science data and images will have to wait until May. So let's enjoy these fresh images while we can.
